13:50 – 14:30: Risk Discovery

Changes to the information security stance for Government Departments require a more business-oriented approach. Over the last twelve months there have been significant shifts in behaviour, triggered by factors such as supplier disaggregation and the use of commodity cloud-based services. In particular, in the security field, the withdrawal of prescriptive risk management processes has left a gap.

This session presents the way in which the Home Office have addressed the problem of conducting security risk analyses post-IS1. Underpinning the process, and crucial to its success, is a change in thinking about information security. Because security is an emergent property of systems, ‘security by design’ must be based on systems thinking, incorporating social elements, rather than concentrating solely on technology. A key component is the view that risk is a perception, and not a quantity.
